"Clean Air" is a nationwide program aimed at supporting the replacement of old furnaces and the insulation of single-family homes. The program's primary goal is to combat smog.
Financial support can be obtained for: (1) energy audit, (2) insulation of walls, ceiling, floor, (3) replacement of windows, doors, garage door, (4) replacement of an old furnace with a modern heat source, installation of central heating and domestic hot water, mechanical ventilation with heat recovery and (5) photovoltaic micro-installation.
Financial support is available for completed projects (excluding pre-financing grants), ongoing projects, or projects not yet started. However, it's important to remember that only costs incurred no earlier than six months before submitting the application will be eligible for funding. However, the project must be completed within 30, 36, or 18 months of submitting the grant application, depending on the individual case.
The program is available to owners or co-owners of a single-family home or a separate residential unit with a separate land and mortgage register. Part 1 of the Program is targeted at individuals whose annual income does not exceed PLN 135,000 (this is the basic subsidy). Part 2 of the Program (increased subsidy) is available to individuals whose income per person does not exceed PLN 1,894 in a multi-person household or PLN 2,651 in a single-person household. If the monthly income per person does not exceed PLN 1,090 in a multi-person household or PLN 1,526 in a single-person household, or if the owners/co-owners have an established entitlement to a permanent, periodic, family, or special care allowance, confirmed by a certificate from the commune head, mayor, or city president, they can apply for the highest level of subsidy, i.e., Part 3 of the Program.
Submitting a grant application is free. However, it's worth remembering that when submitting an application, you must provide a scan of the certificate for increased or maximum funding (to confirm eligibility for these grants), a land and mortgage register, and if no land and mortgage register is available, a document confirming ownership. In the case of joint ownership, the co-owner's consent to the project will be required, while in the case of a married couple with statutory community property, the spouse's consent is required. When applying for a grant with pre-financing, the contract with the contractor must be presented.
Applications should be submitted to the Voivodeship Fund for Environmental Protection and Water Management in the voivodeship where the property is located. Applications can be submitted via gov.pl, directly through the GWD system (Generator of Grant Applications), or at the municipal consultation and information point. It is also possible to submit an application through a bank that has joined the "Clean Air" program. However, when submitting an application through a bank, it is important to remember that the bank only participates in the grant application process, and the beneficiary is responsible for settling the grant.
