Ladies and Gentlemen,
from November 7, 2020, further restrictions are to be introduced to counteract the spread of COVID-19. Furthermore, the current restrictions remain in place. The regulation specifying further restrictions has not yet been published, however, we have prepared a summary of the announcements of further restrictions presented by the Prime Minister at the conference on November 4, 2020. The restrictions are to remain in effect until November 29, 2020, and include:

  1. Introduction of a customer limit in retail outlets: in the case of outlets with an area of ​​less than 100 m2, a limit of 1 person per every 10 m2 will be introduced , while in the case of retail outlets with an area of ​​more than 100 m2, a limit of 1 person per every 15 m2 will apply ,
  2. Limiting the operation of shopping malls, except for service outlets, stores selling food, toiletries, cosmetics, cleaning products, medical and pharmaceutical products, renovation and construction products, pet supplies, and press,
  3. Hotel services will only be available to people on business trips,
  4. Prohibition on the operation of cultural institutions (cinemas, theatres, museums, art galleries, community centres, music centres),
  5. Remote learning will be extended to grades 1-3 in primary schools, and remote learning will be extended to grades 4-8 in primary and secondary schools until November 29,
  6. Teachers can receive PLN 500 in funding to purchase electronic equipment necessary for distance learning,
  7. Limit of people in churches: 1 person per 15m2,

Moreover, according to government announcements, there are plans to expand anti-crisis aid for entrepreneurs. The following forms of support are to be introduced:

  1. Co-financing fixed costs for SMEs from industries most affected by restrictions,
  2. Cancellation of subsidies from the Financial Shield from the Polish Development Fund,
  3. Extension of the Financial Shield program for Large Companies until March 31, 2021.
  4. Long-term loans with guarantee (de minimis guarantees),
  5. Co-financing of employment costs (subsidies for jobs from the Guaranteed Employee Benefits Fund),
  6. Extension of the standby benefit,
  7. Exemption from social security contributions,
  8. Co-financing of changes in the scope of activity under the Business Grant,
  9. Second chance policy (financing in the event of restructuring),
  10. Leasing subsidy (coverage of leasing costs by ARP).
