On May 12, 2025, the Act of March 20, 2025, on the Labor Market and Employment Services was published in the Journal of Laws. The Act will enter into force on the first day of the month following the 14-day period following its publication date, i.e., June 1, 2025. The Act fulfills the assumptions of the National Recovery and Resilience Plan (KPO), thus fulfilling part of the milestone.

As stated in the justification for the act, the new regulations introduce a comprehensive modernization of labor market institutions, encompassing both the improvement of public employment services and the development of professional activation and personnel training tailored to the contemporary needs of the economy. The reform aims to increase employment, particularly in high-quality positions, and to adapt employee competencies to the structural changes associated with technology, energy transition, and demographic changes.

What are the main assumptions of the Act?

First and foremost, the Act organizes and supplements the labor market with new instruments through actions tailored to contemporary market needs, including the professional activation of farmers wishing to retrain, support for selected groups, e.g., youth and seniors, and the development of activation instruments to increase the professional activity rate.

The Act also places emphasis on improving the functioning of employment offices, including by increasing the effectiveness of permanent employment of unemployed people, shortening the job search period, and increasing employee mobility.

It also assumes the modernization of the operation of labor offices, where solutions aimed at the automation and digitalization of employment services are to be introduced, greater flexibility in the management of Labor Fund funds and wider access to the National Training Fund (KFS) for the self-employed and people on civil law contracts.

What are the goals of the Act?

The Act defines state actions aimed at ensuring full and productive employment, developing human capital and increasing professional mobility.
